In part Construction 3.0™ Strategies are based upon Dr. Dean Kashiwagi's Best Value Approach in the selection process and awarding of construction contracts. Dr. Kashiwagi's Best Value Approach was developed as part of Performance Based Studies Research Group (PBSRG) at Arizona State University's Del E. Webb School of Construction. The PBSRG is a non-profit research group that has done extensive research on best-value procurement and performance contracting among other areas of study.
